Despite a decline in the number of apprenticeship starts since the introduction of the levy, there is growing pressure on the budget. The government risks missing the target for 3 million apprenticeship starts while blowing the budget. This workshop will set out new research by Learning and Work Institute on how levy paying employers make decisions about spending their levy and how apprentices’ prior learning is assessed and accounted for. We will also debate the choices for tackling the growing funding gap, including restricting the use of funds, requiring levy payers to co-invest and expanding the scope of the levy.
